Subsidies to support taxi transportation and carsharing services

General description of the support measure

In Moscow, companies and individual entrepreneurs can receive reimbursement for the payment of lease payments or interest on loans taken out to purchase a passenger car used for taxi activities.

Conditions for carriers:

• Availability of a permit for the transportation of passengers and luggage in Moscow.
• Concluded leasing agreement and/or loan agreement.
• Regular transmission of data on the location of passenger taxis to the Unified Regional Navigation and Information System of the City of Moscow, indicating the status (free/occupied), permit number and registration plate of the car.

Conditions for carsharing operators:

• Provision of cars for rent on a 24-hour basis.
• Availability of a valid loan agreement.
• Providing communication with consumers through a 24-hour contact center.
• Availability of special software for submitting car rental requests.
• Liability insurance for damage caused when using the car.
• The color of the car, identifying it as a means of carsharing.
• Equipping vehicles with certified GLONASS/GPS devices, including the ability to remotely control and monitor the condition of the vehicle.
• Availability of a parking permit for preferential placement of the car.

The amount of the subsidy

The subsidy is provided for one car worth up to 1.5 million rubles. (including VAT). The criteria for a car include:

• Environmental class: not lower than the third for carriers and not lower than the fourth for carsharing.
• Dimensions: length up to 470 cm and width up to 185 cm for carsharing.
• Age of the car: no more than 5 years for carriers and no more than 3 years for carsharing operators.
• The car must be Russian-built.
• The amount of the subsidy is determined individually depending on the class of the car and the costs incurred for its purchase.

Conditions for obtaining a subsidy

To receive a subsidy, you must:

• Absence of debts under the lease agreement and loans, as well as taxes and penalties.
• Not receiving a similar subsidy from the Moscow budget.
• The share of foreign capital in the company should not exceed 50%.
• The company should not be in the process of liquidation or bankruptcy, as well as have suspended operations due to an administrative offense.

Where can I apply for a subsidy?

Applications for subsidies are submitted to the Department of Transport and Development of Road Transport Infrastructure of the city of Moscow.

How do I get a subsidy?

To apply, you must prepare the following set of documents:

1. Copies of the company’s constituent documents.
2. Documents on the appointment of the head and chief accountant.
3. Information on the availability and status of bank accounts.
4. A copy of the lease agreement or loan agreement.
5. Annual accounting statements for the previous financial year.
6. The repayment schedule of the lease or loan.
7. Certificates of absence of debts.
8. A copy of the vehicle registration certificate.
9. Calculation of the amount of the subsidy in accordance with the Decree of the Government of Moscow dated 08/31/2011 No. 405.
10. A copy of the document on passing the inspection.
11. A report on the actual expenses incurred for leasing or credit.
12. A letter of guarantee of non-receipt of a similar subsidy.

The application is submitted by the head of the company or a trusted representative. The conditions for the application form are posted on the Department’s website at least 7 days before the start of admission. Applications are accepted for at least two weeks.

The Department registers the application and verifies compliance with the requirements within 10 days. The Commission reviews applications and determines the amount of the subsidy. If approved, it is necessary to sign the contract and send it to the Department within 5 working days.

Please note: a certified copy of the bank account agreement must be attached to the agreement, which can be used to write off the subsidy in case of violation of the terms.

The subsidy will be transferred to the account specified in the contract within 10 working days from the date of signing the agreement.
