Subsidies for agricultural producers and organizations of the agro-industrial complex in the Moscow region

Companies and individual entrepreneurs working in the field of agriculture and animal husbandry in Moscow and paying taxes to the city budget can receive reimbursement of part of the costs in the following areas:

1. Milk sales
Conditions for obtaining a subsidy:

• The presence of a herd of cows producing at least 4,000 kg of milk per year.
• The number of cows should not decrease at the time of application compared to the previous financial year (with the exception of enterprises operating for the first year).

2. Maintenance of breeding stock
Conditions for obtaining a subsidy:

• The applicant must carry out activities for the development of livestock breeding for at least one year before the application date.
• Availability of breeding stock of dairy cattle and birds.
• The number of cows must not be less than in the previous financial year at the time of application.

3. Payment of interest on loans

• Compensation in the amount of 100% of the key rate set by the Central Bank of the Russian Federation for loans received from Russian banks for up to 2 years for the production of cattle meat or milk.

4. Purchase of mineral fertilizers
Conditions for obtaining a subsidy:

• Availability of fertilized acreage for agricultural crops.
• The area of land in agricultural circulation should not decrease.

5. Insurance
Compensation of 50% of the insurance premium under the agricultural insurance contract.
Conditions for obtaining a subsidy:

• Availability of a valid insurance contract with a licensed insurance company.

6. Purchase of agricultural machinery
Conditions for obtaining a subsidy:

• Availability of a purchase and sale agreement or a valid lease agreement concluded no earlier than January 1 of the year preceding the year of application submission.
• The initial lease payment must be made no earlier than January 1 of the year preceding the application year.

7. Creation/modernization of agricultural facilities
Conditions for obtaining a subsidy:

• Construction/modernization must be started no earlier than three years before the application is submitted.
• The agro-industrial complex must meet the criteria approved by the Ministry of Agriculture of the Russian Federation.

General conditions for obtaining a subsidy

To receive a subsidy, you must:

• Absence of liquidation or bankruptcy procedures.
• Not receiving budget funds for the same purposes.
• The share of foreign capital should not exceed 50% (if the applicant is a Russian company).
• Absence of tax arrears for more than three months in the last three calendar months preceding the filing of the application.

Where can I apply for a subsidy?

Applications are submitted to the Department of Trade and Services of the city of Moscow.

How do I get this type of subsidy?

1. Applications are accepted on time (at least two weeks). The application form is posted on the Department’s website at least 5 working days before the start of admission.
2. The application can be submitted:
   – Personally or through a trusted representative to the Department.
   – By mail to the “One Window” service.
   – A freight forwarder.
3. The Department registers the application and conducts a compliance check.
4. The applications are reviewed by the commission, and the final decision is made by the head of the Department.
5. In case of a positive decision, a notification will be sent to you with a draft grant agreement, which must be signed and returned to the Department within 5 days.
6. The transfer of the subsidy from the budget of the city of Moscow is carried out to the recipient’s current account.

The Department and regulatory authorities monitor compliance with the conditions for receiving subsidies. In case of violations, you will be presented with an act indicating the time frame for elimination. In case of non-elimination of violations, subsidies must be returned to the budget of Moscow.
